Typing revealed some unhandled cases with absent attributes. Most of
those cases will fail earlier...

Limits (non-configurable for now):

  * Comment: 2000 bytes
  * Plugin output: 1000 bytes
  * Long plugin output: 2000 bytes

Note: For fields coming from the Python side (i.e.  notifications),
it's actually characters, not bytes.

* Add type hints with specific types
* Make existing tests being executed with Python 3

These type hints clarify the different types and will help during the
transition to Python 3, since they also enable type checking in all
functions that have a type declaration.

* Fix bugs that have been uncovered by just enabling type checking.
* Mark some TODOs on the way.

Werk #8783 introduced a bug where bulk notifications
were not cleaned up and sent multiple times. All
notification scripts that produce no plugin output
like e.g. asciimail are affected.
